California Moving Proposed Constitutional Amendments to November 2024 Ballot  By Chris Micheli             Senate Bill 789 (Allen and Wiener) is moving two legislative measures from the March 2024 ballot to the November general election next year. Specifically, SCA 2 and ACA 5, which had been anticipated to be on the primary ballot in March, are instead being moved. In addition, ACA 1 and ACA 13 will also be on the November 2024 ballot.             Pursuant to the California Elections Code (Section 9040), a constitutional amendment that has been adopted by 2/3 of the California Legislature is to be submitted to the People on the ballot of the first statewide election occurring at least 131 days after the adoption of the proposal. Categories of Bills per Legislative Session

Categories of Bills per Legislative Session  By Chris Micheli             In reviewing bills over the past fifteen years in the California Legislature, I compiled the following chart which includes some of the common categories of bills. The chart is broken down by session year and number of bills introduced. Thereafter, among those introduced bills, there are fourteen categories that are listed along with how many bills each year that fit within each of those 14 categories, and the percentage of those types of bills in comparison to the number of bills introduced that session. For the past seven 2-year Sessions, the numbers are cumulative for those two years and combine Assembly Bills and Senate Bills. For the 2023 Session, the numbers obviously only include the recently-concluded Session, but include all ABs and SBs introduced this past year. California Bills: Introduced Versus Enacted  By Chris Micheli             I am often asked about the number of bills that get introduced each year in comparison to the number of bills that actually get to the Governor’s Desk, and the number of bills that ultimately get signed into law or vetoed. As a result, I have put together the following chart to compile these figures.             This chart covers the past three decades. It is based upon the Session year, and then lists the numbers of Senate Bills (SBs) and Assembly Bills (ABs) introduced each year, then the number of bills sent to the Governor’s Desk. The percentage in the fifth column (total bills sent to Governor) is the percentage of bills reaching the governor’s desk in comparison to the number of bills introduced that year.
